This blog post will show you how to fix an import ADMX error when trying to upload a third ADMX template to Intune.
Error message
The error message that you receive is:
ADMX file referenced not found NamespaceMissing:Microsoft.Policies.Windows. Please upload it first.
Download ADMX
The reason Intune gives an error message is that the Google ADMX templates have a prerequisite. Before installing the Google ADMX templates, you need first to install the Windows 11 ADMX templates (Windows.admx and windows.adml)

Windows 11 – Download Administrative Templates (.admx) for Windows 11 2022 Update (22H2) from Official Microsoft Download Center

Import
Once you have downloaded and extracted the Windows 11 ADMX templates, locate the following two files and import them.
Windows.adml
Window.admlUse the Import ADMX menu to Import the files, and once done, you can go ahead and import the Google Chrome templates.
