Error: Microsoft Exchange offline address book Not downloading Offline address book files. A server (URL) could not be located 0X8004010F
This error message is very generic when Outlook Clients can’t download the offline Address Book.

However I found that none of them fix the problem, finally I found that the issue was related to the authentication level that was set on the OAB folder.
To fix this issue follow the steps below:
Open IIS on your CAS server, If you have more than one CAS server you will have to do it on all of them, Click on the OAB directory.
In the right panel double click on Authentication.
Make sure, Basic Authentication is disabled and Windows Authentication is enabled.
Restart the IIS service.
